Renewal of Non-Professional Driver's License

Hello everyone, this is just to tell my experience sa pag-re-renew ng aking Driver's License. I am a PWD and have been driving my Automatic Car for 3 Years.

Nagpunta ako sa isang Satellite Branch nila upang mag-pa-renew.

Pinapunta ako agad sa Medical Office upang humingi ng Certificate. After few questions and check-up, sabi ng Government Physician, he is not allowed to give me a Certificate. Hindi daw sya makakapag-bigay noon at mainam daw ay humingi ako sa Orthopaedic Hospital ng Certificate at ilagay doon that I can drive or fit to drive.

Base sa aking mga nabasa, ito yung mga Requirements for Renewing a Non-Professional Driver's License:

1. Current Non-Professional(NPDL) due to expire but NOT more than 2 years.

2. Fill-up the application form

3. Medical Certificate with Official Receipt (O.R.) issued by any LTO Accredited or Licensed Physician

4. Photo Capture and Biometric

5. Payment


Ang concern ko is yung #3. I went to Medical Office. I know he is a Government Physician. And as Far as I assume, totoong doctor siya or angnakatalaga dapat ay doctor. Assuming na totoong doctor siya, bakit niya sinabing hindi siya allowed magbigay ng certificate sa akin. I know as a doctor, alam nya kung papano suriin ang case ng isang pasyente.

another concern is that, renewal na lang itong ina-apply ko, meaning, prior to this date, 3 years ko ng ginagamit ang driver's license ko. 3 years na akong nag-dadrive ng sasakyan.  Sa loob ng 3 years, I have never put in trouble. Violations nor accident.

What's the sense of requiring new Medical Certificate?

To cut the story short, nagpunta nalang ako sa Philippine Orthopaedic Hospital upang mag pa -re -examine at humingi na rin ng Medical Certificate.

Then bumalik ako sa LTO. Dumiretso sa entrance. Ang sabi sakin,

"Bakit walang nakasulat na fit to drive?"

Sabi ko naman, sir, di ba po iyan din ibig sabihin ng, "Can only drive automatic cars"

Magkaiba po ba yan?

Ayun pinadiretso ako sa isang counter.

While the interview for details ng card ko.. Sabi sakin, "Nagbayad na daw ba ako ng Medical Fee"?

Nagulat ako..Sabi ko, why do I need to pay medical eh di naman ako nagpa check up sa kanila at hindi rin sila nagbigay ng certificate ko - Sinabi ko lang to sa sarili ko. Ang sagot ko lang sa  taong nag-assist, "Hindi po. Nagpunta po ako sa Orthopaedic Hospital.

Noong nagbayad na ako, sinabi sa kin magpapicture na.

Noong binigay na sakin ang sukli ko at ang resibo.

Sabi sa akin, tawagan ko nalang yung number ng office na nasa resibo at wait for the availability of the card.

Wala pa daw card.

Sabi ko sige po.

Noong tumayo ako, isang lalake ang hiningi yung resibo ko, and sabi maupo daw muna ako saglit.

Yun pala, he is going to print the card na.

Ang tanong ko lang, what's the sense kung meron naman palang physical card, bakit dipa print nung una. bakit inadvise akong tumawag nalang kung pwede na?
